Provide all government services through automated system by maximizing the use of IT.
Goal
Establish good governance, poverty alleviation and realize national development targets by utilizing the advantages of IT.

Objectives
Implement e-governance and good governance plans by playing role as leading, advising and coordinating.
Provide IT access to all specifically to the digitally deprived village people (to minimize digital divide and share IT benefits)
Utilize IT for employment/revenue generation by exploring access to the international market.
Make IT law, plan and policy to regulate IT by imposing standards like GEA, NGeIF, codes
and national portal for information sharing/exchanging/ info integration.
Monitoring evaluation of e-government automation activities to improve efficiency and effectiveness in the delivery of services
Help develop appropriate skilled IT HRD.
create environment to promote private sector/ partnership (maximize participation)
Secure the digital information by promoting cheap COST EFFECTIVE best technology for sustainable development. – Licensing and operating cost. - Cost-effective technology –antivirus and physical IRD like security. – Not like digital museum like scanners.

Strategy
1. Support for good governance through e-government

Support to automate all government service delivery system and manage all government e-services through single national portal
Implement standards like GEA in all agencies to bring the uniqueness in the system.
Update e-governance master plan and implement effectively.
2. Provide IT access to the village level and maximize its use for the social development.

Assure to provide IT to the village level to maximize participation of private companies and community.
3. Generate employment, revenue by developing IT as industry for the economic development.

Promote ITES, BPO, call center, creative SW, animation etc.
Make Nepal as destination for software outsource (for which laws, regulations be amended / initiated)
Special plans can be brought to attract internal/external investment for the development of IT.
Priority will be given to those IT companies which are innovative for the IT development.
4. Make IT secure, dependable and useful

Required laws, regulations are brought to systematize e-payment, gateway to control e-commerce.
Establishment of IT court to control/ manage cyber crime related legal actions/litigation.
Sensitization/familiarization programs are implemented for the secured, dependable, effective IT development.
5. Develop IT manpower and bring programs to retain.

Organize trainings to enhance skills of government staffs to deliver services to the people.
Establish coordination with educational agencies to produce quality and market need based IT manpower (Industry Academia Collaboration)
Coordinating works will be initiated to launch IT courses in the school level and also sharpening / tuning bridging courses for the fresher.
Favorable policy is brought to boost research and development programs for the development of IT sector.
Create environment to promote private public involvement in research and development work in IT.
